Senator David Vitter (R-LA) has filed a pro-gun amendment to HR 980,
and it
could be voted on as early as tomorrow!

This amendment would protect the right of citizens to carry concealed
weapons (outside of their home state) in states that allow concealed
carry.

Sen. Vitter explains that his amendment does not violate the rights of
states as it "does NOT establish national standards for concealed
carry, nor
does it provide for a national carry permit."

In other words, the Vitter amendment specifically says that state laws
concerning specific types of locations in which firearms may not be
carried
shall be followed. "My amendment will not federalize concealed carry
permits but simply requires concealed carry permits to be recognized in
other states that allow concealed carry permits," Vitter said.

This is a real reciprocity provision which grants citizens the
"full faith
and credit" protection that is guaranteed in Article IV of the
Constitution.
Section 1 of this article says:

Full Faith and Credit shall be given in each State to the public
Acts,
Records, and judicial Proceedings of every other State. And the
Congress
may by general Laws prescribe the Manner in which such Acts,
Records, and
Proceedings shall be proved, and the Effect thereof.

Vitter says that this constitutional provision authorizes the Congress
to
pass legislation forcing each state to recognize the "public
Acts" of other
states. So if states are not willing to recognize another state's laws,
Congress has the authority to pass laws to require recognition of those
measures.

It's just like with driver's licenses. If certain states refused to
honor
the driver's licenses of citizens in other states, Congress could pass
legislation (under Article IV) to require every state to honor all
licenses.


ACTION: Please urge your Senators to vote for the Vitter amendment to
HR
980 to protect the right to carry concealed firearms outside of your
home
state.

There had to be something really bad added to the bill to go down like that. All the Nay's were Republicans! For my state I don't trust Graham, but I do trust DeMint and they both voted Nay!

I guess it MUST have been something bad stuck to it.

In my understanding,The vote was on [u]cloture[u]( ending debate and continuing without the amendment). By voting nay. they were voting for continuing consideration of the amendment.

The bill and the ammendment are still very much alive and some time in the future will be discussed. The previous votes were just votes to decide whether to argue some more or move on to some more BS.

Hello all!

I live in the state of Maryland, as you may or may not know, is a "May Issue" state. That basically means that unless you are rich, famous or well-connected, you cannot get a permit.

My question is this:

I am in the process of getting my non-resident Florida permit. If this amendment passes, will Maryland be forced to recognize my FL permit? Or will they refuse to honor it because I am not a Florida resident?

Default The Great State Of MD!

Hi Tone,

I am a resident of MD , and I have both the FL, and VA non-resident permits, which in total gives me 38 states to carry in. My Uncle is a Circuit Court Judge in Baltimore who has a permit hence his job, He's an avid shooter like most of my dads siblings, and fully disagrees with the States stance on our gun laws. He's Baffled at what the law did for FL, and notices differences between the states that surround us (Violent Crime Wise). Things happen in those states, but not like MD. Sorry but this wont mean anything as far as reciprocity in MD, as since MD wont honor sister states, They wont honor MD's permit. Some do, but most wont. So if you and I some day want it to happen we need to get maryland onboard as soon as possible. DO you have any of our states links to or gun laws etc?
