Default what i want to know is
why. law enforcement is well able to deal with crowd control. why was this done on GW's watch? something smells......bad.

Not gonna happen. The overwhelming majority of cops and military personnel are Republicans. Emperors are only as powerful as the armies who support them. Even the Caligula's own Praetorian took care of that asshat.
