Everyone makes a big deal that GHW Bush nominated her. They act like she's a conservative choice because a Republican president "nominated" her to the bench.

When it comes to small appellate court appointments, presidents usually go with whomever the Congressman or Senator in his/her district recommends. I'll bet if you asked GHW Bush today if he remembers, he'd probably say "I just signed the form that my staff provided. I have never heard of the woman"
