The CCW lawsuit aganist San Diego (Peruta v San Diego) is currently being appealed.
This was one of the recent CA CCW lawsuits in which the judge ruled that CA's "may issue" CCW system was legal because a non-prohibited person had the ability to open carry an unloaded handgun as an alternative to being granted a CA LTC permit.
Now that unloaded open carry of a handgun is banned, the courts will have to revisit this ruling. Which may result in "shall issue" CCW reform for CA.
