Why not contact the AG of both states and ask? Maybe we do not have an answer because noone asked the question.
Pa and Ohio non-reciprocity Wonder why Pa and Ohio don't honor each others CC permits? Pa honors all states that Ohio honors. Ohio honors all that Pa honors. Yet they don't honor each other.

The Ohio AG can not enter into a reciprocity agreement with any state that does not require training equal to, or greater than Ohio's

Ohio honors Washington.
Washington requires no training.
and PA is easy...we'll honor anybody that honors ours.

It amazes me the New York and New Jersey can thoroughly screw up an area of law that near by Vermont gets right.
