The answer to your question is No.

Highly unlikely to get it...even AFTER jumping thru a bunch of hoops...
States don’t have rights. People do.
Not just no, but hell no. MD will only issue a CCW to
Politically well connected people or
Documented proof of:
Dr carry drugs or prescription pad
Proof of carrying large amounts of cash.
Even then they don't have to approve a permit.
SAF is currently suing MD because of their unconstitutional "good and sufficient" requirement to get a permit. Self defense is not a reason in MD.
