In Texas the public (us) library is a county building and off limits if posted, but I agree we should be able to carry, one of these days someone with enough time and money may be able to enforce the unabridged 2nd amendment.
Do you mean it is a county courthouse? If the public library building is not also the courthouse, can you explain why it would not fall under the exception to the Texas statute quoted below?
PENAL CODE**CHAPTER 30. BURGLARY AND CRIMINAL TRESPASS
(e) It is an exception to the application of this section that the property on which the license holder carries a handgun is owned or leased by a governmental entity and is not a premises or other place on which the license holder is prohibited from carrying the handgun under Section 46.03 or 46.035.

OPs post makes me think about how often I find myself looking for "the sign" before entering establishments. I never had to do that before and some places have lots of "signs". Standing at the front door reading them to see if there's a 30.06 sign, I wonder what others are thinking about "the guy standing at the door reading the signs".....lol

Since in my state those silly signs carry the weight of the law (which means a lot of weight for me as a law abiding gun owner and none whatsorever for criminals) I try to scan the signs, too. Had to stop and stoop in a few cases!
One time at a store they had the sign but they'd locked open the door so it was actually not visible anymore. Made me wonder how that would have ended up in court?
