Default MO resident renewing OOS permit

Hey, everyone! I'm having some problems renewing my Florida CCW permit.
My local SO won't do my finger prints for several reasons, from "how can you have a Florida permit if you've never been a Florida resident" to "if you are a resident of Missouri you must have a Missouri permit" and "after you've been a Missouri resident for X days you must obtain Missouri drivers license and CCW permits work the same way" and lastly "we can't take your prints until we have a certificate from an official Missouri CCW instructor."
Now, I know all of this is BS, and I tried to explain to the ladies at the SO, but that doesn't change the fact that I'm typing this with clean fingers.
I do have a friend that is a deputy at said SO, and I've emailed him the Highway Patrol websites page containing the relevant information, but unfortunately, he is no more informed about OOS permits than the folks at the SO, so I'm not sure if I'm gonna get any help from there.
I've been trying to find the Mo state code on the matter, but can't find anything but resident eligibility and licensing.
If I can't convince the local SO, what suggestions do y'all have?

    Default Fl. non-resident CCW

Talk to a lawyer, they are more current on the application of laws then peace officers are.

You Don't have a city showing.
I got my print card done in the city I live in.
Did not go to SO. City did it with no questions.

I realized I have a Highway Patrol station just up the road from me...called them up to check the various legalities and they just laughed and told me to come get my prints. Apparently I'm not the first guy this has happened to.

    Excellent.
After thinking about it I think any agency can do the card as far as Fla. is concerned.
Also IF you are in the west side of MO. Kansas will NOT accept an OOS permit. So
if your in that area you have to have MO. to be OK in Kansas.

Boston PD does the same thing to people when they need prints taken for other states non-res permits, just go to the state police.

    .

Not the first time I've heard this...but it is simply not true. KS does honor non-resident permits.

The above now appears to be true. Tried to copy and paste from the doc but it won't do it.
Here is the link. It's at the top of the page.

Missed this change when it happened I guess and I'm close too the state line.

I still question why the OP does not just get his MO permit. How many states/locations accept a NR Fla permit but not a resident MO permit?

Probably because they don't want to spend the $$ or time taking the class for a MO permit?
