You always follow the laws of the state your are in...not where your permit was issued.
States don’t have rights. People do.

This law does nothing to provide the right to carry anywhere. The context of the law provides that persons must still comply with state laws regarding carry. If a state doesn't provide carry permits then no one will be able to carry there (NJ). States that don't want non-residents to carry may stop everyone from carrying, including their own residents.

Actually New Jersey does issue carry permits, to a few. So the law as passed (HR822) would still apply to NJ allowing out of staters to carry. People who carry into another state would still have to obey the laws of the state they are in. Illinois is the only state to forbid any carry so it would be the only state you couldnt carry in. It is very unlikely that any state that currently allows CC would totally ban carry if 822 passes.

Yes, this is a long, long way from becoming law. Even if the Senate took up the bill, and it somehow passed (not a total long shot), it would have to get signed by Obama. That's where my hope dies.

Actually, New Jersey will stop all concealed carry before they'll agree to let every non-res to carry. Some state lawmakers have already gone on record with this.

Just because some (NOT ALL) New Jersey lawmakers go on record that they will ban CC doesnt make it a law. Such a law must be voted on by the New Jersey State Legislature, not just some legislators. As cold as this may sound NJ hands out very few permits already. So it means that the millions of us who stand to benifit from HR822 need to take a back seat to the few in NJ who have permits? But I very much sympathize with the residents of NJ (and other restricted carry states) and hope that the people in those states can someday effect change and become right to carry.
