Before I take my ccw app to the mississippi state trooper office on my passport style photo my jacket is zip up to were the collar on my jacket is blocking my neck. Is that a problem that my neck is not showing?

Shouldn't be a problem. Requirements for photo isn't nearly as specific as passport. Face is important part.

I don't see it being a problem as long as the pic meets all the written requirements (size, color, etc.)

They make you get a passport photo then use the one they take ....
