Print ShareThisRIYADH,Saudi Arabia — Increasing numbers of English-language Web sites are spreading Al Qaeda's message to Muslims in the West.

They translate writings and sermons once largely out of reach of English readers and often feature charismatic clerics like Anwar al-Awlaki, who exchanged dozens of e-mails with the Army psychiatrist accused of the Fort Hood shootings.

The U.S.-born al-Awlaki has been an inspiration to several militants arrested in the United States and Canada in recent years, with his Web-based sermons often turning up on their computers.

"The point is you don't have to be an official part of Al Qaeda to spread hatred and sectarian views," said Evan Kohlmann, a senior investigator for the New York-based NEFA Foundation, which researches Islamic militants.

"If you look at the most influential documents in terms of homegrown terrorism cases, it's not training manuals on building bombs," Kohlmann said. "The most influential documents are the ones that are written by theological advisers, some of whom are not even official Al Qaeda members."

Most of the radical Islamic sites are not run or directed by Al Qaeda, but they provide a powerful tool for recruiting sympathizers to its cause of jihad, or holy war, against the United States, experts who track the activity said.

The number of English-language sites sympathetic to Al Qaeda has risen from about 30 seven years ago to more than 200 recently, said Abdulmanam Almushawah, head of a Saudi government program called Assakeena, which works to combat militant Islamic Web sites.

In contrast, Arabic-language radical sites have dropped to around 50, down from 1,000 seven years ago, because of efforts by governments around the world to shut them down, he said.

Al Qaeda has long tried to reach a Western audience. Videotaped messages from its leader, Usama bin Laden, and his deputy Ayman al-Zawahri usually have English subtitles. But translations of writings and sermons that form the theological grounding for Al Qaeda's ideology, along with preachers like al-Awlaki, mostly eliminate the language barrier.

Al-Awlaki's sermons have turned up on the computers of nearly every homegrown terror suspect arrested in the United States, Kohlmann said.

Members of a group of Canadian Muslims arrested in 2006 for allegedly forming a training camp and plotting bombing attacks in Toronto listened to his online calls for jihad, according to the case against them in court. According to prosecutors, an al-Awlaki sermon on jihad was among the numerous materials — including videos of beheadings — found on the computers of five men convicted in December of plotting attacks on the Fort Dix military base in New Jersey.

On his Web site and in widely circulated lectures, the 38-year-old al-Awlaki, now in hiding in Yemen, often calls on Muslims to fight against the United States, accusing it of waging war on Islam in Iraq and Afghanistan.

Nidal Hasan, who has been charged in the Fort Hood shootings, contacted al-Awlaki nearly a year ago. In an interview published in The Washington Post, al-Awlaki said he did not pressure Hasan to carry out the shooting, but after the attack, al-Awlaki praised him as a hero. U.S. investigators have said Hasan appears to have acted alone, not on orders from anyone, when he opened fire Nov. 5 at the Texas military base, killing 13.

The cleric met two of the 9/11 hijackers at mosques where he preached in the United States, and after his return to Yemen he was detained for more than a year on suspicion of involvement in a kidnapping gang. Yemeni officials released him because they could not confirm an Al Qaeda link, but they say they are hunting for him again on suspicion he may have ties.

U.S. intelligence officials declined comment on the spread of English-language jihadist Web sites.

Such sites are expected to follow closely the upcoming trials of Hasan and Khalid Sheikh Mohammed, who is accused of being a top architect of the 9/11 attacks, said Rita Katz, head of the U.S. based SITE Intelligence Group, which follows on line militant traffic. The Obama administration announced this week that Mohammed and four others will be put on trial in New York City.

Almushawah said clerics like al-Awlaki are "more dangerous than any other group." And if these clerics are jailed, "it's no big loss for Al Qaeda because they don't belong to the network," he said.

Many of the sites post speeches by English-speaking clerics like al-Awlaki or, more often, translations of sermons and lectures by Arabic-speaking clerics.

One site, the Pulpit of Monotheism and Jihad links to sermons by al-Awlaki, alongside English versions of speeches by some of the top sheikhs of jihadist ideology — even some who are dead like Abdullah Azzam.

The proliferation of sites in English means "potential jihadists can know only their native language and still be radicalized," Katz said.

While al-Awlaki has become popular, "other, more prominent and influential Arabic-speaking jihadist sheikhs ... have had their works and speeches translated into English and other languages. Their works tend to be used more often by the jihadist community to justify violence," she said in an e-mail interview. Al-Awlaki "fills a void in that he can directly interact, understand and communicate with English-speaking jihadists in a way that Arabic-speaking clerics cannot."

Almushawah says most of the servers for the sites are in Britain, but they can be run from anywhere and most of them are operated and receive content from the U.S. Most of the clerics who appear on them are in the Arab world with some in France and England.

U.S. intelligence officials declined to comment on the spread of English language sites and their influence.

Saudi Arabia set up its Assakeena program after authorities found that 70 percent of Al Qaeda sympathizers were drawn to the group through the Internet. In the campaign, government-backed preachers monitor 400 radical Islamic web sites and inject a more moderate message on the sites.

The campaigners also directly contact and dialogue with militants they encounter on the Web, conversations that can take weeks or months. Of 2,631 militants contacted by the group, 1,170 withdrew their support for radicals, according to the campaign. About a fifth of the militants were from Europe and North American, and the rest from Arab countries.

Another kooky Barack Obama appointee became publicly known this month and quickly was thrown or voluntarily threw herself under the bus. Anita Dunn, the White House communications director (who led Obama's war on Fox News), said that Mao Tse-tung was one of her two favorite "political philosophers" whom "I turn to most" for answers to important questions.

History identifies Mao as a ruthless savage, not as a philosopher. He probably holds the record for ordering the mass murder of more people (50 to 100 million) than anyone else in history.

Dunn tried to claim that her statement was a joke, but anyone can look at her actual statement on Youtube and see that she spoke in deadly earnest. Dunn was part of Obama's inner circle and a senior media adviser during the 2008 presidential campaign.

Dunn's husband, Bob Bauer, an expert on campaign financing, fundraising, and voter mobilization, is Obama's personal lawyer. He has just been appointed White House Counsel where he will be in charge of vetting Obama's appointees.

Obama's Green Jobs Czar, Van Jones, had to exit in disgrace after he admitted that "I was a Communist." We can thank Glenn Beck for exposing him.

Obama's Regulatory Czar, Cass Sunstein, wrote a book in 2008 in which he declared that the government "owns the rights to body parts of people who are dead or in certain hopeless conditions, and it can remove their organs without asking anyone's permission." So, after the death consultants authorized in Nancy Pelosi's health care bill convince you to reject life-saving procedures, the organ-transplant team can remove your body's organs immediately.

Czar Sunstein also argues that animals are entitled to have lawyers to sue humans in court. Bow, wow; more business for trial lawyers. His wife, Samantha Power, is now on Obama's National Security Council. She is famous for writing a Pulitzer Prize-winning book about genocide, which she defined so narrowly that it excluded Stalin and Mao.

Obama's nominee for the Equal Employment Opportunity Commission, Chai R. Feldblum, signed a 2006 manifesto endorsing polygamous households. This lengthy document, called "Beyond Same-Sex Marriage," argues that traditional marriage should not be "privileged above all others."

Obama's education appointments, who came out of the Chicago political machine right along with Rahm Emanuel and David Axelrod, will have nearly $100 billion in new money to indoctrinate America's youth. Obama's Secretary of Education Arne Duncan is notorious for trying to start a gay high school in Chicago.

Obama's Safe Schools Czar, Kevin Jennings, founded the Gay, Lesbian, Straight Education Network (GLSEN), a homosexual activist group that now has thousands of chapters at high schools across the nation.

GLSEN chapters and materials have promoted sex between young teens and adults and sponsored "field trips" to gay pride parades. Jennings was the keynote speaker at a notorious GLSEN conference at Tufts University in 2000 at which HIV/AIDS coordinators discussed in detail, before an audience including area high school students, how to perform various homosexual acts.

Obama's Science Czar wrote in a college textbook that compulsory "green abortions" are an acceptable way to control population growth. We assume that what makes an abortion green is when the motive for the killing is population control to serve environmentalist dogma.

Affirmative action is in vogue in Obama's administration: his Diversity Czar has spoken publicly of getting white media executives to "step down" in favor of minorities. Obama's first appointment to the U.S. Supreme Court is a woman who said repeatedly that a "Latina woman" would make better judicial decisions than "a white male."

Obama's top lawyer at the State Department, Harold Hongju Koh, calls himself a transnationalist. That means wanting U.S. courts to "domesticate" foreign and international law, i.e., integrate it into U.S. domestic law binding on U.S. citizens.

Koh is eager to put us under a global legal system that would diminish our "distinctive rights culture" such as due process, trial by jury, and our First Amendment "protections for speech and religion" that give "far greater emphasis and judicial protection in America than in Europe or Asia." Under global governance, the United States will be forbidden to allow more freedom and constitutional rights than other countries.

When Obama's appointee for the Seventh Circuit Court of Appeals, David Hamilton, was a District Court judge, he prohibited the Indiana State Legislature from giving an invocation that mentioned Jesus, while mention of Allah was allowed. Hamilton worked for ACORN and the ACLU, and even the liberal American Bar Association rated him "not qualified."

And we thought the Rev. Jeremiah Wright was an embarrassment to Barack Obama when he was running for President! What does it take to get a wavering senator to vote for health care reform?

Here’s a case study.

On page 432 of the Reid bill, there is a section increasing federal Medicaid subsidies for “certain states recovering from a major disaster.”

The section spends two pages defining which “states” would qualify, saying, among other things, that it would be states that “during the preceding 7 fiscal years” have been declared a “major disaster area.”

I am told the section applies to exactly one state: Louisiana, the home of moderate Democrat Mary Landrieu, who has been playing hard to get on the health care bill.

In other words, the bill spends two pages describing would could be written with a single world: Louisiana. (This may also help explain why the bill is long.)

Senator Harry Reid, who drafted the bill, cannot pass it without the support of Louisiana’s Mary Landrieu.

How much does it cost? According to the Congressional Budget Office: $100 million.

Here’s the incredibly complicated language:

SEC. 2006. SPECIAL ADJUSTMENT TO FMAP DETERMINATION FOR CERTAIN STATES RECOVERING FROM A MAJOR DISASTER.

Section 1905 of the Social Security Act (42 U.S.C. 1396d), as amended by sections 2001(a)(3) and
2001(b)(2), is amended— (1) in subsection (b), in the first sentence, by striking ‘‘subsection (y)’’ and inserting ‘‘subsections (y) and (aa)’’; and (2) by adding at the end the following new subsection:

‘‘(aa)(1) Notwithstanding subsection (b), beginning January 1, 2011, the Federal medical assistance percentage for a fiscal year for a disaster-recovery FMAP adjustment State shall be equal to the following:
‘(A) In the case of the first fiscal year (or part of a fiscal year) for which this subsection applies to the State, the Federal medical assistance percentage determined for the fiscal year without regard to this subsection and subsection (y), increased by 50 percent of the number of percentage points by which the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year after the application of only subsection (a) of section 5001 of Public Law 111–5 (if applicable to the preceding fiscal year) and without regard to this subsection, subsection (y), and subsections (b) and (c) of section 5001 of Public Law 111–5.

‘‘(B) In the case of the second or any succeeding fiscal year for which this subsection applies to the State, the Federal medical assistance percentage determined for the preceding fiscal year under this subsection for the State, increased by 25 percent of the number of percentage points by which the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year under this subsection.

‘‘(2) In this subsection, the term ‘disaster-recovery FMAP adjustment State’ means a State that is one of
the 50 States or the District of Columbia, for which, at any time during the preceding 7 fiscal years, the President has declared a major disaster under section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and determined as a result of such disaster that every county or parish in the State warrant individual and public assistance or public assistance from the Federal Government under such Act and for which— ‘‘(A) in the case of the first fiscal year (or part of a fiscal year) for which this subsection applies to the State, the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year after the application of only subsection (a) of section 5001 of Public Law 111–5 (if applicable to the preceding fiscal year) and without regard to this subsection, subsection (y), and subsections (b) and (c) of section 5001 of Public Law 111–5, by at least 3 percentage points; and ‘‘(B) in the case of the second or any succeeding fiscal year for which this subsection applies to the State, the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year under this subsection by at least 3 percentage points.

President Obama's approval rating has hit a new low of 46 percent, even as a majority of Americans says he is providing the kind of leadership they expected.

President Obama's approval rating has hit a new low of 46 percent, according to a FOX News poll released Thursday. An equal number -- 46 percent -- disapprove of the job he's doing.

Breaking down the numbers by political party shows how sharply split American voters are over the president's job performance. While 85 percent of Democrats approve of their party leader, 80 percent of Republicans and 51 percent of independents disapprove.

The president's average approval rating for his term so far is 56 percent.

Overall, a 57 percent majority says President Obama is providing the kind of leadership they expected, while 17 percent say he is a stronger leader than expected and 23 percent say he's a weaker leader. When this question was asked about President George W. Bush early in his first term, 68 percent said his leadership was what they expected, 14 percent said he was a stronger leader than expected and 13 percent a weaker leader (July 2001).

Despite the drop in Obama's approval rating, the president continues to outperform the other end of Pennsylvania Avenue. More than twice as many Americans disapprove (63 percent) as approve (26 percent) of the job Congress is doing.

Moreover, House Speaker Nancy Pelosi's favorable rating is still in the doldrums, with a 28 percent minority of Americans saying they have a positive view of her and 50 percent holding a negative view. While half of Democrats (50 percent) have a favorable opinion of Pelosi, majorities of Republicans (77 percent) and independents (58 percent) view her unfavorably.

For President Obama, 54 percent of voters have a favorable opinion and 42 percent unfavorable. When he took office in January, 76 percent had a favorable view and 15 percent unfavorable.

First Lady Michelle Obama bests her husband with a 63 percent favorable rating, down from a high of 73 percent favorable in April.

Opinion Dynamics Corp. conducted the national telephone poll of 900 registered voters for Fox News from November 17 to November 18. For the total sample, the poll has a margin of error of plus or minus 3 percentage points.

When asked about next year's Congressional elections, there's a split similar to the president's job rating. If the election were held today, 39 percent say they would vote for the Democratic candidate to help Obama pass his policies and 42 percent say they would back the Republican to provide a check on Obama's power. For 15 percent it is too soon to say.

Does a U.S. President Bow?
President Obama has been criticized for inappropriately bowing to foreign leaders while traveling overseas. The first was for bowing when it wasn't protocol, and on his most recent trip, for bowing too deeply. Most Americans -- 67 percent -- believe the president should bow if it is that country's custom. For some 26 percent it is "never appropriate" for the president to bow to another leader.

Harry Reid is forcing 60 senators to blindly follow him
and bring ObamaCare to the Senate floor without having
ever seen the health care bill! See below. --Steve


Majority Leader Harry Reid is using all the political tactics at
his disposal to force his personal version of ObamaCare to the
Senate floor this week.

In fact, the first key vote on ObamaCare could take place today,
tomorrow or Friday -- depending on how fast Reid wants to rush
his "motion to proceed" -- and Senators are being asked to
blindly follow Reid without seeing the bill in advance!

Here's what Reid is doing...

Now that he manipulated the CBO analysis (he's been working on
this behind closed doors for days), Reid is using a Senate
maneuver to bring another bill directly to the Senate floor
and then replace that bill in its entirety with his until-now
secret healthcare bill.

But it's a gamble on Reid's part because he must find 60
Senators to support his "bill replacement" strategy.

In fact, Reid must pressure 60 Senators who have NEVER
SEEN HIS BILL to support bringing his bill to the Senate
floor... without any scrutiny... with no committee
hearings... with no opportunity for their staffs or the
public to read the bill!

That means the first chance to STOP ObamaCare is taking place
right now because he needs 60 votes to "proceed" with the
floor debate on ObamaCare in the Senate.

I know it may be a long shot, but if Reid
cannot get 60 votes this week, ObamaCare is effectively halted
in the Senate.

That's where you come in...

I'm asking you to take action right now to demand that your
Senators REFUSE to proceed with any bill that the senators
and the public has not seen for at least 72 hours!

If Reid forces this "motion to proceed" vote, it should be rejected.

That means the Senate bill -- like the one in the House -- runs more pages than War and Peace, and has nearly five times as many words as the Torah.

The table of contents alone is 14 pages.

“Read the bill!” was a rallying cry of some health reform opponents over the summer. And if Sen. Tom Coburn (R-Okla.) gets his way, senators will get a chance to hear every word of it. He’s threatening to the read the legislation from start to finish, which by some estimates could take as long as 48 hours.
