If i understand clause (C) correctly, it would emasculate State A's restrictions with regard to residents visiting State B.
For example, Say state A issues unrestricted licenses to all residents over the age of 21, but only issues target practice licenses to people ages 16 to 21.
If state B issues restricted or unrestricted licenses of any sort to people 16 to 21, then when such a person is in state A they can carry as if there is no restriction.
