The only defense (or should that be goverment-dictated oppression) for Michigan is that between the required class and fees to obtain a concealed carry permit, you have a minimum of $200 out-of-pocket, plus your gun/ammo. Many folks with little extra money simply can't afford it. Plus, although legal, the stereotypical Detroit or Flint citizen open-carrying would probably get the police called, if not a facefull of pavement when the cops arrived.
