With regards to the specifics of the bill, WVCDL is correct. OC would become an option for all existing and future CWFL holders.
Open carry, even in states where legal, will draw extra scrutiny from LEOs and non-LEOs alike based on if it is considered appropriate at the time and place it occurs. Because it would be a licensed activity, LEOs would be permitted to verify a license to carry. Florida state law also requires a CWFL holder to present a valid identification along with their CWFL upon request of a law enforcement officer. On a practical basis, do you think a thug is going to open carry and risk the scrutiny when he can just unlawfully conceal and no one is the wiser?
Thugs will continue to conceal. They will continue to shun holsters. They will continue to break the law.
The biggest advantages to current CWFL holders are that they won't have to worry about those momentary flashes of a weapon from a gust of wind, they'll be able to OC at their friend's house legally, they'll be able to remove their jacket or cover garment upon entering a car and carry open while driving, and they'll be able to show off that new barbecue gun!
Even if you don't plan to OC, support this bill. There's something in there for everyone who carries.
