I'm a little surprised at the "licensed OC" approach.. I understand the step by step to get to where you want to be, but I have a few questions..

Would the OC License be separate from the CC license?

Would the CC License carriers be grandfathered in?

Is there a difference for Resident and NON-Resident?

What would be the "standard" for receiving the OC license? Another $75 class, Another $117 application / fingerprint fee?

I'm not a big OC fan, but I also would not stand in the way of others having the "right".. But this approach does leave the person that OC's subject to being stopped and harassed by law enforcement for proof of their right being exercised..
IF they made it the same license, then instantly Thousands and Thousands would have the right to OC and it would become common place MUCH more quickly. IF it is a separate license, then IF I'm number 57 to get a license after 3 months of the law coming into effect, OC is going to be so NOT common place, that the harassment factor will make many/most not exercise their right even AFTER being licensed.

I'm also pretty scared of OC being unlicensed, so every Thug / Neo-Nazi / Yahoo Redneck who CC's without a permit today, just starts OC'ing...

It is a complex issue and the approach is VERY important.. I'm not sure the present approach is the "right" one, but I'm also not sure of what approach I would prefer.

I am scared of your thought process. Thugs who are now carrying concealed without a permit will now carry openly so that they will be legal. If they are breaking the law and CC'ing now what will make them want to follow the law and open carry?

The one thing that I have learned from watching the news is criminals are not concerned about what laws they are breaking.

Try reading the bill first. If you did that, you would quickly find that, as it relates to OC, SB 234 would allow anyone who holds a concealed weapons license to OC anywhere they may legally CC.

SB 234 also repeals the bans on carrying on private school property and all public & private college & university campuses; clarifies that the law does not prohibit keeping a weapon in a vehicle when entering a prohibited area (such as a public school); and removes the legal barriers to interstate long gun sales through licensed dealers.

IF I were a thug and I had the chance to intimidate you by open carrying and it's commonplace AND legal?? It's not about whether the thug will obey the law or not.. They don't open carry now because it would make them an instant target.. IF it's legal to Open Carry, then WHY would a thug break the law unnecessarily?? OC and add intimidation factor AND legality, absolutely sounds like a win, win, win..

Hey, it was 2am, and I was lazy... OK.. I wasn't at work, I was just up in the middle of the night.. Thanx for the clarifications..

SO now, IF I ever OC, anyone who sees and remembers me (like store owners, etc) will know that IF I'm not OC'ing in the future, then I'm probably CC.. At least now, nobody knows IF I don't tell them.

I'm still just trying to work through the advantages "for me" with adding OC.. I would vote for it most likely, but doubt I would do it in most cases..

With regards to the specifics of the bill, WVCDL is correct. OC would become an option for all existing and future CWFL holders.

Open carry, even in states where legal, will draw extra scrutiny from LEOs and non-LEOs alike based on if it is considered appropriate at the time and place it occurs. Because it would be a licensed activity, LEOs would be permitted to verify a license to carry. Florida state law also requires a CWFL holder to present a valid identification along with their CWFL upon request of a law enforcement officer. On a practical basis, do you think a thug is going to open carry and risk the scrutiny when he can just unlawfully conceal and no one is the wiser?

Thugs will continue to conceal. They will continue to shun holsters. They will continue to break the law.

The biggest advantages to current CWFL holders are that they won't have to worry about those momentary flashes of a weapon from a gust of wind, they'll be able to OC at their friend's house legally, they'll be able to remove their jacket or cover garment upon entering a car and carry open while driving, and they'll be able to show off that new barbecue gun!

Even if you don't plan to OC, support this bill. There's something in there for everyone who carries.
