Oklahoma's is!
As of August, 2009, four states that currently restrict open carry as a remnant of the post-Civil war Reconstruction era.Non-Permissive Open Carry States (Texas, South Carolina, Oklahoma and Arkansas) are considering making it again legal.
You can strike South Carolina off the list. The legislation died in committee. It was tied to a bill that would do away with permits and allow CC and OC.
