They didn't give any explaination for why the LEO fired his weapon. They did say he had a head injury. Who knows what actually happened in the bar, the news usually leaves out crucial details. Maybe he was jumped by several guys with knives and pool sticks, maybe the victim broke his beer bottle over the cops head and tried to stab him with it, or who knows.
In order to rally people, governments need enemies. They want us to be afraid, to hate, so we will rally behind them. And if they don't have a real enemy, they'll invent one in order to mobilize us.
