This issue is national. Most states will not let a person carry without a non-res license or reciprocity with an issueing state. I can't travel from NY to most states without breaking the exact same laws. But NYC is over the top with the law. They don't follow state law but have codified their requirements into state law. State residents cannot enter the city with a gun either.
