It is a compromise which has resulted in a privilege extended to an elite few who not only qualify for it, but also pay for it. Free Americans don't have to ask their government's permission to exercise a right, and free Americans certainly do not have to pay a tax in order to obtain that permission.

I personally disagree with both you and NavyLCDR on 822 being a good solution to reciprocity issues, but I like the way both of you present your arguments, and just had to "Like" a post that quotes Zappa in the context of a pro-gun topic and have it make sense.
