I don't believe the rules need to be absolute. But they need to be so ingrained in your psyche that you need to make a conscious decision to violate them.
When cleaning my gun, I have the barrel pointing away from me even while I'm pulling a Bore Snake through. Not because I'm afraid it might go off, but because it is a habit to not point the barrel at myself.
All guys are ALWAYS loaded. People get shot by unloaded guns ALL the time.
When talking about the 4 rules with my kids I always change the first rule:
1) Always treat every gun like it's loaded -- and REAL!
Sometimes guns can look like toys (anything that's non-black/wood, such as pink rifles or handguns)... or worse yet, toy guns can look like real ones.
By teaching my kids that they have to consider EVERY gun, toy or not, as if it's loaded AND real, hopefully they'll be able to avoid any potentially tragic situations.
