RULE I: ALL GUNS ARE ALWAYS LOADED
There are no exceptions. Do not pretend that this is true. Some people and organizations take this rule and weaken it; e.g. "Treat all guns as if they were loaded." Unfortunately, the "as if" compromises the directness of the statement by implying that they are unloaded, but we will treat them as though they are loaded. No good! Safety rules must be worded forcefully so that they are never treated lightly or reduced to partial compliance.
All guns are always loaded - period!
This must be your mind-set. If someone hands you a firearm and says, "Don't worry, it's not loaded," you do not dare believe him. You need not be impolite, but check it yourself. Remember, there are no accidents, only negligent acts. Check it. Do not let yourself fall prey to a situation where you might feel compelled to squeal, "I didn't know it was loaded!"
Jeff Cooper was a tremendous teacher of firearm tactics and safety, but I firmly disagree with this first paragraph. I certainly do believe the rest of his statement, though.
If all guns are always loaded, then there are several things that I cannot to with my firearm:
1. I can't clean it.
2. I can't walk with it up to a cold firing line.
3. I can't carry it into a gunshop that has a sign out front that says: You cannot bring a loaded firearm into this store.
Etc.
What is wrong with this picture? Where am I going wrong?

All guns are always loaded until you check and make sure they are not loaded!
And if you put said gun down go to the bathroom again you need to check it again.
As far as cleaning a gun out of my current collection only the 10/22 is cleaned in a state where one quick action and it would fire. My Semi-auto handguns are broken down, Revolver has the Cylinder taken out, Pump shotgun is broken down to barrel and receiver, and bolt rifle has the bolt removed. After breaking them down they are no longer a gun, just parts that could be used to make a gun.
Jeff Cooper was a Great and Knowlegable guy and a Teacher of the highest order.
That being said, I would think he would expect you to use common sense and live in reality!

Yes, and common sense says that when I check a gun to confirm that it is not loaded, then it is not loaded. Period.
But I still would never let the muzzle cover anything that I would not want to destroy, even though it is not loaded.
But to continue to insist that it is still loaded is nonsense.

If Rule #1 has to be explained you are being too literal. Common sense people. If you checked and it isn't loaded then it isn't loaded.![]()
