Permit Map Updates: Displaying Who Issues Non-Resident Permits & More

I just updated the Permit Maps to now show whether a state offers non-resident permits or not.

I'll be changing the legend text to be a little more clean first thing in the morning.

Shall Issue to Residents Only
Shall Issue to Residents and Non-Residents
May Issue to Residents Only
May Issue to Residents and Non-Residents
Right Denied

I also just updated it so that it shows text under the map of what the map is displaying.
