Default Browning HP question

Can anyone explain why the BHPs made in Portugal are considered better than the ones made in Belgium? At least that's my understanding. What reapuzzles me is that I lived in the Benelux countries (Belgium, Netherlands, Lux'bourg) for 10 years and for sure I'd rahter have anything made in Belgium over anything made in Portugal. Can someone enlighten me. My BHP is Belgian made - sometime in the late '70s.

Thanks
