If the BG has a gun, chances are very good that he will shoot before you even draw your gun. Obvious if it is a knife, there is a better chance, but remember, if the BG is closer than 21 feet, he still has the advantage over you.
Might possible not mention in dropping the weapon. If he shows one, then it is time for action and not for talk. Also in saying " drop the weapon ' if there are any bystanders and see whats going down, the moment you say that, it is possible for others to turn and look and then guess who is holding the weapon.

If the threat is eminent, engagement using your voice means that ALL attempts to use non-lethal has not been used. Could be a sticky point if charged.
