On the State Concealed Permit Overview map, Hawaii is colored "Shall Issue", should be "May Issue" (actually "never issue" would be more accurate).

It will be a cold day in h*ll before any of the counties will issue a carry permit to a "non-police" citizen. I really wish that Bush's "Homeland Security" bill included military as well as the "peace officers" and "honorably retired peace officers".

Isn't the correct characterization for Hawaii more like "shall not issue?"
