Default it's not about how recently you've practiced, or the number of rds you've fired

(in this past year). It's about how fast you are, inside 5 yds, and whether or not you have h2h ability when the attacker is at arm's length (and you are not already pumping lead into his chest) Or if the attack does not (yet at least) justify a lethal response (drunken, unarmed woman, old man or small teenager) Very few people are truly fast enough with their gun and their first and repeat hits. The stuff starts at 10ft, or less, and if you don't do something really effective in about 1 second flat, luck will be the main determinant of the outcome, not your (too slow) "accuracy".

For instance, as an informal way test speed and accuracy, can you (reliably) toss up a soda can with the hand that clears your concealing garment, draw and hit that can while it's still in the air? This is not that difficult a "test" of ccw draw speed and hitting ability, but 99% of cops and ccw civilians can't pass it. The main trick is to toss the can almost straight up, it should fall less than 6 ft from your feet. hitting a 2"x5" target, 5 ft from the muzzle (typical distance) is the same thing as hitting a 10"x24" torso, at 25 ft.

If you can't hit the can, you can't hit the torso, either. Geometry proves that. People don't typically just stand there, fully exposed, and let you shoot them, either. The moving can, falls at a given rate and in a known direction (unlike people in combat), is mostly just a timing device. It never fails that people who hate the idea of such a test are those who KNOW that they can't pass it, and who aint going to put in the effort to build their speed and accuracy to be this good, even.

So what you're saying is, if I can't shoot a falling can I can't shoot a person? Interesting, I guess I can stop lugging this gun around with me

I think it's more of the other way around. If you can confidently hit a falling can, you can probably hit a torso. They did do something similar to it on the show Top Shot.

I learned to fly helicopters by watching airwolf...

One thing I learned after x amount of years of training... no test will measure ability of anything but passing that test. The one mentioned here appears tricky but with enough practice could be done just like anything else. I fail to see the point the OP is getting at but I like the idea of that test. Its similar to placing a glass on a shelf with a piece of cardboard and an egg on top. Take the cardboard out from under the egg and with the other hand grab the egg before it falls into the glass. A measure of speed and dexterity. Practice is good. Just remenber the crawl walk run method. Start slow and perfect. Speed up maintaining the same level of account accuracy and precision (there's a difference between the two)

if you aint that fast and accurate, only luck is going to save you, cause you aint GOT any skill. This is a very "entry level" skill test, guys. Only the inept are going to fail it, after a bit of practice. It never fails that those who mock it KNOW that they can't pass it, and also know that they are too cheap/lazy to gain the abiity to pass it, too. Torso I spoke of was at 25 ft, most cops miss most attempts at half that range, and over half of their hits are not GOOD hits. You are not THAT much better than the cops, when it's for real.

Got any real world experience to back that up?

    Default Coke Can Test

I don't see any harm in this test. It almost certainly improves reflexes and response times over just doing range shooting. With a handgun, getting it out of the holster, getting it ready to fire, and on target in a timely manner is the challenge. That said, I don't know that training your eyes to find a coke can that YOU threw is entirely the same as training your eyes to find the chest of an attacker you don't control. Afterall you know 1) that this is a test 2) that you will draw the gun 3) when the coke can will be thrown 4) where the coke can will be 5) and the coke can will never hurt you.

Don't shoot in the air, ever. In some states it's a crime unless using a shotgun/birdshot. Better to use the Tueller drill.
