Right story, wrong location. This did, indeed, occur. However, it happened a few years ago in Brazil, not in El Paso.

I don't remember the country, but I believe it was in South America, was outlawing motorcycles for just this reason. Crooks were stealing motorcycles and committing crimes..

.... El Paso police officer's uniforms have an orange colored shoulder patch, resembling the sun and rays of light. This might may have been Mexico or another Latin American country, but not El Paso Texas. There wouldn't be a crowd standing around either.

I don't know what Brazil's laws are (where this reportedly happened) but a cop here would most likely not be justified for shooting someone for trying to steal his backpack. I looked for this on snopes.com but didn't find it so no telling what the true story behind it is.
Definitely not El Paso, TX. I'm going with South America.....likely Brazil, based on the signage I can see in background.
