How can you go from verbal to taser? That shows complete disregard for the use of force continuum. The situation was not so violent and uncontrollable that he had to skip other levels of force.

It didn't go from verbal to taser as you suggest. Watch the video again. He tries to phyically detain the woman and she resists arrest. Then out comes the taser.
