Default Concealed w/o Permit

Just out of curiosity, what charges are there for carrying without a permit?
I know some states it is only a misdemeanor, while some it is perfectly legal.
I am unable to Google Michigan's law...

.. can someone help?

Last I knew it was a 5 year felony.

In Virginia it's a misdemeanor, the 2nd time it's a felony.

Exclamation ?

OK in a peaceful semi-normal every-day life where carry w/o a permit
goes from bad to Waco flames, what if anything happens to those
local CCW laws if your State Governor/or the President declares your
state/area into a Federal or State level of emergency or disaster?
Footage of post-Katrina where law enforcement fell apart by day 2 is a good example.
Does the 2nd or any other law allow for exemptions of penalties when
the law can no longer even come close to enforcing it & loses control?
I ask because I can't find anything that says: 'You are on your own Jack,
do what U must to protect you & yours' or wait for the NG to restore order.
A link would be useful. A WA link would be priceless!
