The guy was an analyst, so he had access. Access, generally speaking, is very strictly controlled. But once you have access, you may have access to vast amounts of information.

There lies my problem. It was the Press that "taggged" him an analyst. Now, it could well be that things have changed since I was in.... but, typically you were in the "collection" mode for your first tour. You then graduated to collection supervisor/reporter during your next few years. Finally, you were accorded the "honors" of being an analyst. After a few years at that you were a senior analyst and trainer for the field.

In this case, sounds like an exercise in title hyping. As in "Sanitation Engineer" rather than Garbage Collector.
