Does Nebraska issue non-resident permits? Thanks for the assist.
For general carry info anywhere in the US try http://handgunlaw.us/.
For your specific question try http://handgunlaw.us/documents/NonResidentPermits.pdf. Bottom line.. No!
Worse yet, Nebraska does not recognize the permit from any other state. A quick way to determine this is to create and interactive map with all the other states and territories selected. This can be done here: http://handgunlaw.us/LicMaps/ccwmap.php.

Nor do they have recognition or reciprocity as of yet.

Reciprocity would sure open up a few more states. CO for instance only requires that other states honor their permits from what I've heard.
Big problem with CO is they stopped accepting non-resident CCWs as of last legislative session. Unless you reside in the State that issued your reciprocal (or mutually recognized) CCW in CO, you cannot carry there unless it's within 90 days of you establishing CO residency.
