The CCW reform bill (AB 282) passed unanimously and is waiting for the Governor to sign into law.

We did lose out on the campus reform bill though. There were enough votes to pass it, but Assemblyman William Horne (D-34), chairman of the Assembly Judiciary Committee, refused to bring it up for a vote.

Thanks!! I knew one of the amendments had causes a hiccup so wasn't sure if that had been dealt with! Very pleased with the CCW reform. It is too bad the campus bill was held back though.

Assembly Judiciary Committee Chairman Willam Horne is accused of violating ethics rules.

He was/is an Adjunct Professor at UNLV and should have disclosed that fact prior to hearing SB-231 (Campus Carry bill).

SB-231 passed the Senate with broad bi-partisan support.

In his Assembly Judiciary Committee, Assemblyman Horne refused to allow a vote - thereby killing SB-231.

There were sufficient votes in the committee to pass SB-231 to the Assembly floor - and quite likely enough votes in the full Assembly to pass/enact SB-231.

Given the fact UNLV vehemently opposed SB-231, it is extremely likely Assemblyman Horne was under their influence (he could lose his professor employment and pay from UNLV.)

In refusing to allow a vote on SB-231, Assemblyman Horne allegedly violated ethics rules and effectively and unlawfully subverted due legislative process.

_____As an Adjunct Professor with close ties to, and monetary interests (pay, benefits, etc) associated with employment at the University, Assemblyman Horne was required to disclose his relationship with UNLV.
_____As Chairman of the Assembly Judiciary Committee, Assemblyman Horne did not disclose his private and personal interests as an Adjunct Professor at UNLV.
_____Assemblyman Horne should have excused himself from acting as Chairman when the committee heard Senate Bill 231.
_____Assemblyman Horne’s employer (UNLV) vigorously opposed SB-231.
_____SB-231 passed the Senate with broad bi-partisan support and SB-231 enjoyed broad bi-partisan support in the Assembly Judiciary Committee (including Vice Chairman Ohrenschall, a sponsor of SB-231) and in the full Assembly.
_____Assemblyman Horne bowed to pressure from his employer (UNLV) and refused to allow the Judiciary Committee to vote on SB-231.
_____By refusing to allow a vote due to his affiliation with the opposition, Assemblyman effectively and unlawfully subverted the legislative process.
