Once upon a time a neighbor told me that if you have x number of rounds stored at home you supposedly have an "arsenal" and are supposed to register that with the local PD. I have not been able to substantiate that claim in any form or fashion, does anybody know for sure?

A few hundred rounds?! Somebody needs to fire up the reloading press because you're just about out!
Chuckle, nobody said this made any sense, I just want to know if it's true. Most gun laws don't really make much sense anyway.
Funny, but before I got into sport shooting, I would scratch my head at needing that much ammo. Even practicing at the range for self-defense purposes I'd normally only use 50-100 rounds. This afternoon I went through 250 in nothing flat at a sporting event, and easily could have expended 350 if I'd participated in everything available!
I've only got a couple hundred rounds left, time to stock up again! :-)
Here's a story about someone with 30,000 rounds. Yeah, that's a comma, not a decimal point.

I burn that much on a weekend at the range.
But on the serious side. There is not statute that I know of in Texas that limit the amount of ammunition a civilian can store.

I do believe that there are reg's concerning storing certain CLASS explosives/ammunition. No sure if it pertains to private ownership or not. Just my two cents.
