If you had read the actual paper, the author points out limitations in the way the data was collected which leads to an inflated number of deaths due to medical error. There is also limitations to what actually is used to determine what is "Error." To a researcher, these things are called "Confounds" and are things that limit the accuracy of the data, and hence the conclusion.
Few people outside the medical field can read medical literature critically. This leads to many people deliberately using what is actually limited data to willfully mislead others. If you take the way the above argument was stated, it would seem you are safer getting no medical care at all.
