Forty percent of respondents, meanwhile, incorrectly believed that the US president has the power to declare war, while 54 percent correctly answered that that power rests with Congress.
Presidents do have a way of calling a war something else to get around this. i.e. Police Action. On another note I remember hearing on Good Morning America a number of years back that about half of graduating seniors in New York when asked to find their home state on a map could not. Is it any wonder how elections turn out like they do?
