Open carrying while walking along (and not leaving the actual sidewalk) a public sidewalk across the street from, but still within 1000 ft of school property is legal.

Correct because of the definition of "school safety zone" in ORC. However, federal law defines "school safety zone" to include the 1000' extension from school property. I'm not aware of any open carrier ever being prosecuted under Federal law, but as a technicality, they could be.

I would check with the person at the gate then carry on. Shouldn't have to check but I would to be safe.
