They are just misunderstood youths according to Richmond Assistant Commonwealth's Attorney Andy Johnson:
Johnson, speaking generally about juvenile cases, said it is rare in Richmond for a juvenile to be sent to detention after his or her case is adjudicated.
"Our goal is to try to get through to these kids before they become adults so we don't automatically lock them up every time they do something wrong," he said.
Wrong! I understand them just fine. ;)

So according to Commonwealth's Attorney Andy Johnson, it's better that law-abiding citizens die than youthful hoodlums be locked up for committing serious violent crimes.
Good logic, Andy. We certainly don't want to mess up those kids' lives now, do we?
unfortunately this is a lesson hard learned in why open carry is a bad idea 98% of the time. i believe that it should be an individual's choice, but in practice? it's just asking for trouble. while i'm proud of my right to carry a firearm, i'm a firm believer in the element of surprise, as long as i'm not the one being surprised. that being said, rest in peace, mr. tyler :(
I have always wondered about the argument for "element of surprise" for concealed carry over open carry. It almost sounds like, the speaker is just hoping some BG will bring out his gun thinking he is safe so the speaker can blow him away.
