So I went to the Senate page and searched for SB-2099 and here is the bill with that number:

Additional research shows the SB-2099 story as being an urban myth dating to 2000 and circulating the interenet every year since.
HB-45 on the other hand is real and was introduced way back on January 6 of 2009, it got some attention in the beginning but never made it out of committee to the floor (though is was not killed). It is highly unlikely that this bill could come back for a vote and appears to have no support. That said, we can bet that these "registration" bills will keep being introduced, so it is important to keep the opposition opinion in front of your congressmen.
