The testing savings will be more than off-set by the civil awards for bad behavior, not to mention the Google Page Ranking problem of explaining the awards, the lack of public confidence in the police, and the deteriating morale of the good officers - which will lead to more earliest retirements, or quits to take jobs elsewere.
