It's not a surprise. LACOE has long been enthralled with every social cause they could waste educational time on. We need to disband the Department of Education and return to teaching school subjects in school.
Look up one of the studies on how many minutes per school day / school year are actually devoted to teaching academic subjects. Unless you're on the inside dealing with it daily you won't believe how little time is spent teaching.
