There have been many changes in the POTUS election process since the founding of the nation and the present electoral college barely resembles the original one envisioned by our Founders. Originally they elected the President and the person with the second most votes became Vice-President. I do not know if the electors of all states are bound to vote for the person that got the most votes in their state election but I do not think that all are. I remember one election where a member of the college changed their vote and caused quited an uproar. I also remember voting for the electors instead of a cantidate in the presidential elections. It was confusing that you had a list of electors and the cantidates name was not on the ballot. That was the good old days of paper ballots and before dangling chads.
Even with all the changes I am still in favor of the eletoral college and think that they should not be bound by law on how to vote. There have been many changes since the founding and many have not been for the better. The electoral college and the Senate are the only places the small sates can be assured of being represented so before we call for too much change we need to be sure it is what we want. Be careful of what you ask for as you just may get it.
