Neither Romney or the Republicans have ever mentioned a tax break for the wealthy -maintaining the Bush tax levels for everyone - yes - additional cuts - no. I have never heard any proposal where, "the taxes of the top 1% will be reduced and the taxes of the remaining 99% will be raised"... or anything that even remotely approaches that ascertion. All of this tax break stuff is simply leftist talking points, nothing more as it has absolutely no substance.
