Or like saying you're not out of money if your equity line and credit cards are not completely maxed out. Actually, that's pretty close.

This out of control spending has to stop. If you lost your job, or (God forbid) you got sick and had lots of medical bills, would you try to "spend your way out of it"? Hell no. You'd knuckle down, eat tomato soup and crackers until you could afford steak again. Pay your bills, look toward getting back on top.

What makes the govt any different? These idiots ought to be shrinking the govt, not selling it to China. Well ,that idiot. It does come down to a signature, to make a bill into a law.
