If he's being flagged by the system, then it's not the businesses's fault. It could be something as simple as him having the same name as someone else who is prohibited by law (ie., a convicted felon, convicted of domestic abuse, or has a restraining order agsinst them) from purchasing and possessing firearms. Furthermore, if he gets flagged at that business, then more than likely he'll get flagged at other places he goes too.

I am curious, when you say "flagged" is that what the clerk told you or did they say "delay"/"delayed" ?
Here is the unofficial, categorically denied excuse(s) for being flagged or delayed for no apparent reason...
1. You recently purchased a weapon that in the past/present has been banned by looks, capacity... and those transactions in general are on non-existent watch lists...
2. You now have or previously held a security clearance...
3. You either have a new CCW or a recently renewed CCW...
4. The FFL you were dealing with was recently visited by the BATFE, and your name was so-called randomly picked from the FFL's logbook(s), 4473's etc...
5. You have now or have previously held a FFL...
6. You have now or have previously paid a 200 Tax on a Form 4 scary
looking weapon, or accessory, destructive device, silencer, etc...
7. You are now or were previously a law-enforcement officer...
8. You have recently been in any court of law, received a citation, parking ticket, etc...
9. You have recently filed a police report, or were questioned by a police officer...
10. You are a veteran or citizen whom recently visited your doctor for anxiety, A.D.D., A.D.H.D., stress, depression, panic attacks, etc...
11. You are a law-abiding Veteran whom unbeknown to you have been placed on the banned firearm owner list (400,000 and counting) by the V.A. or a doctor or nurse you have recently visited... IF this is the case, get a lawyer and a 2nd mortgage to pay for your legal fees you have no chance of recovering even if taken off list and exonerated... (Thanks to the NRA's recent sell-out of the NICS Improvement Act of 2007).
12. One or more of the aforementioned, can result in somebody electronically looking at your so-called personal records in a non-existent firearm owners registry by a State/Federal agency; that activity alone, results in a "Flag" being raised by the State/FBI NICS software...
13. To get yourself "un-flagged" or "un-delayed at least temporarily anyway, (except for #11) you typically ask the FFL for the NICS Number, Name of Operator, etc., and the phone number to inquire why you were delayed/flagged... that is typically sufficient enough for somebody to put a "un-delayed/un-flagged" flag in your non-existent record in the non-existent firearm owners registry that will get you a "Proceed" for a while, to lure you into thinking it was something random... then just when you think it was bamm... delayed/flagged again for no apparent reason...
Moral of the Story?
Hound your fricking State/Federal Representatives, Senators, etc., to REPEAL THE STINKING BRADY BILL(S) NICS ACT(S) ETC...

You are definitely on top of things. FYI, the clerk said "flagged". As I look at your list, there are a multitude of items that pertain to me (e.g., have held security clearances, the local cops know me by name and are always chatting me up, I have tended of late to purchase more weaponry, etc.). So, there ya go. I'm more interested in your assessment of the NRA as I have been a member for years and years. Tell me more about GOA; I always thought the NRA was about as rabid about 2nd Amendment rights as you could be. Am i wrong?
