The "out of state" may be the reason, as far as I know you can't legally purchase a weapon across state lines. I'm from Texas, and while visiting the in-laws in Florida a few years back, we visited a flea market with a gun store in it. I asked to see a new model gun and was told that with an out of state license, he couldn't legally even let my handle the weapon. Check your local and fed laws. Just mt .02
You can legally buy long guns out of state from a dealer. Fed law allows this , however some states require the out of state purchaser to be from a border state. I've never heard that someone couldn't touch a firearm if from another state. Sounds like the dealer didn't want to be bothered with someone that he couldn't sell to.
