I heard today that Snopes.com originally reported that SB-2099 was a false rumor, but that it has been made clear now that it is in fact true.

Can anyone tell me?

I usually listen to Cam & Co. on the NRA News website and he says that it is not true. It is in fact an internet rumor. He says that it is based on an ammendment that was never proposed. The ammendment couldn't get enough support to make it out of committee. In case some of you have never checked it out go to NRA and check out the NRA news website. Cam & Co. is on from 9pm to Midnight Eastern time (6pm - 9pm Pacific Time)

Congressman Bobby Rush introduced H.R.45, the Blair Holt's Firearm Licensing and Record of Sale Act of 2009 on January 6, 2009. This bill, if signed into law would require all owners of hand guns and semiautomatic firearms to register for a federal firearms license. All sales of the subject firearms would have to go through a licensed dealer. The bill would also make it a criminal act not to register as an owner of a firearm.

On December 5, 1969 police raided the apartment of Black Panther leader Bobby Rush. They found a handgun, ammunition for various weapons, marijuana, an IED explosives manual, and communist literature including Che Guevara and Mao Tse-Tung (Mao Zedong). Bobby Rush served six months in prison for illegal possession of firearms. (Interesting that we have Convicted Felons Actively Serving In Congress, and is one of Obama's closest advisers)
