RI Non-Resident Concealed Carry Permit

Does anyone know if RI issues Concealed Carry Permits to Non-State Residents?

Yes they do.

Trick is....RI is "Shall Issue" by word of law...but requires "justifiable need"....

I read the document that mrjam2jab posted. From my reading of it, RI is "may-issue" and not truely "shall-issue". I also note a few foibles of the process, application must be signed-off on by your local police chief, three character refferences required, letter of demonstration of need, and the permit must be picked up in person. All of these requirements should be reformed, IMHO, to make the process more fair.
