No to both your questions...
SC does not recognize any non resident permits...
As an S.C. resident only your S.C. permit will be accepted.
Now the quandary could come from duel residency.... if you were a resident of Florida also and got a Florida Permit with a Florida address on it then that would be recognized.
The only way to get around the non-resident issue is to get an S.C. non resident permit... which you have to own land (pay taxes on it) to get one of these.
