check out these places I couldn't tell off hand if they allow rifles but it looks like they do

looks to me like you will not be allowed to shoot it. maybe you would be better off sending it to me.
Chickahominy WMA has a rifle range that you can use for free. I don't know how far you are from there but you can check to see if any of the WMA's nearer you have them. Just check the VA game and fisheries website.

Last time i was there the rifles were .22.
Dominions limit is 1800 F/S. I shoot .223 there but it gets expensive. I don't think you can shoot much over .223
