From the West Virginia CCW Pamphlet-
Q: Must a West Virginia resident have a West Virginia License
to carry a concealed weapon in West Virginia?
A: Yes.
According to that Q&A example, you are not legal to carry in West Virginia if you are a resident of West Virginia and do not have a West Virginia CHL.

W.Va. Code § 61-7-6a(a)(3) requires that a person not be a resident of West Virginia in order to carry a concealed handgun in West Virginia with a reciprocal state's license. A West Virginia resident must have a West Virginia license to legally carry a concealed handgun in West Virginia.
