Without getting another out of state permit that Wisconsin accepts then unfortunately you are correct.
I think it is stupid also being that we modeled our license off of yours.
I am a Florida resident with a Florida CCW permit. I also own a home in Wisconsin. As I understand it, I cannot carry concealed in Wisconsin via reciprocity, and I cannot apply for a Wisconsin carry permit because I am not a resident. So, bottom line is that I cannot ever carry in Wisconsin! Am I missing something?

You can carry in Wisconsin, if you get a Utah non resident CCW.
Or an Arizona non resident.
Or a MN non-resident permit. The Utah non-resident permit is valid in more states however. You can take a MN or Utah class here in Wisconsin, you don't need to travel to that state to get it.
Can use a copy of his FL permit to obtain AZ...no further classes needed...also thru the mail.
States don’t have rights. People do.

I have the opposite problem as you. I live in Wisconsin but travel to Florida regularly.
I'd contact DOJ. If you "own a home in Wisconsin" you might be fine. Don't rely on what people here say (including me).
